The death of Friends star Matthew Perry last fall shocked his fans all over the world. But there were more shocks to come. An investigation revealed that the actor died as the result of taking ketamine-- and now a group of five people including "Ketamine Queen" Jasveen Sangha face criminal charges in the matter. We take a close look at the indictment and some of the other relevant legal documents filed in the case.

[00:01:36] [SPEAKER_01]: Content warning, this episode contains discussion of drug abuse and addiction.
[00:01:44] [SPEAKER_02]: So a lot of people were quite shocked last October 28th
[00:01:49] [SPEAKER_02]: when 54-year-old actor Matthew Perry was found dead in his hot tub of what now is known to have been
[00:01:58] [SPEAKER_02]: some of the effects of ketamine.
[00:02:02] [SPEAKER_02]: Matthew Perry, of course, is one of the stars of the 90s sitcom Friends.
[00:02:06] [SPEAKER_02]: He played Chandler.
[00:02:08] [SPEAKER_02]: A lot of people love this man's work.
[00:02:11] [SPEAKER_02]: A lot of people felt a real connection to him for many reasons,
[00:02:16] [SPEAKER_02]: one of which he was very, very open publicly about his struggles with addictions.
[00:02:24] [SPEAKER_02]: And so a number of people who had those issues in their own lives
[00:02:28] [SPEAKER_02]: felt a connection to him over and beyond what you might feel for just a TV actor you like.
[00:02:37] [SPEAKER_02]: So it was a genuinely shocking event and then it turned out to have been related to drug use.
[00:02:45] [SPEAKER_02]: And so there have actually been some arrests made.
[00:02:49] [SPEAKER_02]: We're going to be discussing that before we get into it.
[00:02:53] [SPEAKER_02]: I want to mention that when I was reading some of this information and hearing
[00:03:01] [SPEAKER_02]: about how some of the people around Matthew Perry in the last weeks of his life,
[00:03:08] [SPEAKER_02]: how they took advantage of him and manipulated his sickness for their own profit,
[00:03:14] [SPEAKER_02]: it really reminded me of some of the stories we heard from Zach Craig earlier this year.
[00:03:21] [SPEAKER_02]: Zach Craig is a prosecutor out of Muncie, Indiana.
[00:03:25] [SPEAKER_02]: He has prosecuted a number of what is known as death as a result of dealing.
[00:03:32] [SPEAKER_02]: In other words, if people die as a result of using drugs they procure from a particular person.
[00:03:40] [SPEAKER_02]: That person who sold the drugs could face murder charges.
[00:03:43] [SPEAKER_02]: He does a lot of these cases that Craig does.
[00:03:46] [SPEAKER_02]: And he shared with us a number of stories, very disturbing stories about people who
[00:03:53] [SPEAKER_02]: suffer from addiction who were exploited by people just wanting to make a fast buck off of them.
[00:04:01] [SPEAKER_02]: And so it just really struck me that we were seeing the exact same sort of behavior in this
[00:04:07] [SPEAKER_02]: case. And so the sort of people he prosecutes in Muncie, Indiana are just like the people
[00:04:18] [SPEAKER_02]: servicing big time celebrities in Los Angeles, California. So that was kind of shocking to me.
[00:04:24] [SPEAKER_01]: Absolutely. That episode we did with Chief Deputy Prosecutor of Delaware County, Zach Craig,
[00:04:31] [SPEAKER_01]: was part of our fentanyl file series. That's a series where we talk about the fentanyl crisis
[00:04:35] [SPEAKER_01]: and the amount of fentanyl deaths that have occurred over time and sort of unpack different
[00:04:40] [SPEAKER_01]: perspectives. Now this I feel like is a close cousin of the fentanyl files. The reason why it's
[00:04:45] [SPEAKER_01]: not called the fentanyl files is that Matthew Perry did not die from fentanyl. This is ketamine.
[00:04:51] [SPEAKER_01]: But I want you to keep that series in mind when we're talking about this because it does
[00:04:55] [SPEAKER_01]: talk to a lot of the same issues and issues of addiction, issues of enforcing some of this
[00:05:03] [SPEAKER_01]: war on drugs stuff. Is that effective? What can be done to protect people more?
[00:05:08] [SPEAKER_01]: And how should people be punished when they are basically caught having sold drugs that somebody
[00:05:15] [SPEAKER_01]: took and then died as a result of? So we'll be talking about all of that today and kind of
[00:05:21] [SPEAKER_01]: getting into that. My name is Anya Kane. I'm a journalist. And I'm Kevin Greenlee. I'm an
[00:05:27] [SPEAKER_02]: attorney. And this is the murder sheet. We're a true crime podcast focused on original
[00:05:32] [SPEAKER_02]: reporting, interviews and deep dives into murder cases. We're the murder sheet. And this is the
[00:05:39] [SPEAKER_02]: death of Matthew Perry, the indictment of ketamine queen, Jasveen Sanga. So let's get right into
[00:06:31] [SPEAKER_02]: this. The five people facing charges as a result of all of this are Jasveen Sanga 41. She is
[00:06:40] [SPEAKER_02]: known as the ketamine queen. Also facing charges is Dr. Salvador Placencia, Dr. Mark Chavez,
[00:06:51] [SPEAKER_02]: Eric Fleming and Matthew Perry's Livian assistant 59 year old Kenneth Ewan Massa.
[00:06:59] [SPEAKER_02]: We're going to go through and read to you and discuss with you a big portion of this indictment.
[00:07:07] [SPEAKER_02]: I do want to caution you. We're going to be jumping around in it a bit. I kind of rearranged a few
[00:07:14] [SPEAKER_02]: things here or there. And there were a couple of times when they referred to someone just by
[00:07:19] [SPEAKER_02]: their first name, and I thought it'd be more helpful to include their full name. And also we
[00:07:24] [SPEAKER_02]: should know that in this indictment, they refer to Matthew Perry as MP. Anya is going to begin
[00:07:33] [SPEAKER_02]: by reading the portion of the indictment that discusses the charges.
[00:07:38] [SPEAKER_01]: Quote, beginning on a date unknown and continuing until at least on or about October 30th, 2023,
[00:07:46] [SPEAKER_01]: in Los Angeles County within the central district of California and elsewhere,
[00:07:51] [SPEAKER_01]: defendants Dr. Salvador Placencia and Jasveen Sanga conspired with co-conspirators
[00:07:59] [SPEAKER_01]: Kenneth Ewan Massa, Eric Fleming and Mark Chavez and others known and unknown to the grand jury
[00:08:06] [SPEAKER_01]: to knowingly and intentionally distribute Ketamine, a Schedule 3 controlled substance in
[00:08:11] [SPEAKER_02]: violation of Title 21 United States Code. So this raises the obvious question, what exactly is
[00:08:19] [SPEAKER_02]: Ketamine? Ketamine is discussed and defined in this indictment and Anya is going to share
[00:08:25] [SPEAKER_01]: with us that definition. Quote, Ketamine was a Schedule 3 controlled substance that was FDA approved
[00:08:32] [SPEAKER_01]: for induction and maintenance of general anesthesia during surgical procedures. Due to the medical
[00:08:38] [SPEAKER_01]: risks associated with Ketamine, it was widely accepted in the medical community that a health
[00:08:43] [SPEAKER_01]: care professional was required to monitor a patient who had just been given Ketamine.
[00:08:48] [SPEAKER_01]: While monitoring a patient who had been administered Ketamine, it was necessary for the health
[00:08:52] [SPEAKER_01]: care professional to have access to certain life-saving equipment, including a defibrillator,
[00:08:57] [SPEAKER_01]: a supply of supplemental oxygen, equipment to monitor the patient's heart rate and breathing
[00:09:03] [SPEAKER_01]: and medication to ensure patient safety. End quote. So yeah, I think it's very important to stress
[00:09:10] [SPEAKER_02]: that there are legitimate uses for Ketamine in the medical field, but any drug used for
[00:09:16] [SPEAKER_02]: anesthesia has some pretty strong effects. And so it should only be used in a controlled
[00:09:23] [SPEAKER_02]: circumstance by professionals who know exactly what they are doing. There is a reason that
[00:09:29] [SPEAKER_01]: anesthesiologists are a specific type of physician who study very hard and able to be,
[00:09:35] [SPEAKER_01]: in order to be able to safely use and sort of wield the tools of general anesthesia in a way
[00:09:42] [SPEAKER_01]: that does not kill people because it's very, very dangerous. People go to school for this,
[00:09:47] [SPEAKER_01]: people go to medical school and they specialize in this. And no one should just be doing this
[00:09:54] [SPEAKER_01]: or using any of these substances in that way. And same goes for nurse anesthetists.
[00:09:59] [SPEAKER_01]: This is a very intricate thing. The human body is not something that we can just
[00:10:06] [SPEAKER_01]: turn on and off. There's got to be chemicals used in a responsible way. And essentially what they're
[00:10:14] [SPEAKER_01]: saying here is, in addition to that, if something goes wrong with anesthesia, if a patient has a
[00:10:19] [SPEAKER_01]: bad reaction to anesthesia, there needs to be measures ready that everyone can go and do life
[00:10:26] [SPEAKER_01]: saving sort of techniques in order to get them back so that they don't end up dying as a result
[00:10:31] [SPEAKER_02]: of set anesthesia. And because of these dangers, that's why we have these laws. Now let's get into
[00:10:38] [SPEAKER_02]: this cast of characters. Anya is going to begin by telling us what the indictment has to say about
[00:10:47] [SPEAKER_01]: Jasveen Sanga, the Ketamine Queen. Quote, defendant Jasveen Sanga, also known as aka
[00:10:55] [SPEAKER_01]: the Ketamine Queen, was a resident of North Hollywood, California who used her North Hollywood
[00:11:01] [SPEAKER_01]: residence, the Sanga Stash House to store, package and distribute narcotics including Ketamine and
[00:11:08] [SPEAKER_01]: Methamphetamine. Defendant Sanga knew that the unsupervised and improper use of Ketamine can be
[00:11:14] [SPEAKER_01]: deadly. On August 26, 2019, Defendant Sanga sold Ketamine to a customer, namely victim C.M.,
[00:11:21] [SPEAKER_01]: who died of a drug overdose within a day of the drug deal. As a result, a family member of victim
[00:11:27] [SPEAKER_01]: C.M. informed Defendant Sanga of the death in a text message stating, the Ketamine you saw my
[00:11:32] [SPEAKER_01]: brother killed him, it's listed as the cause of death. Within days of receiving this text,
[00:11:38] [SPEAKER_01]: Defendant Sanga confirmed that Ketamine can kill by conducting a Google search for,
[00:11:43] [SPEAKER_02]: can Ketamine be listed as a cause of death? So I think that is very crucial and it tells
[00:11:50] [SPEAKER_02]: us something about this woman because she, you can't say that she didn't recognize the dangers of
[00:12:00] [SPEAKER_02]: Ketamine because she was informed that someone who she sold to actually died from it.
[00:12:08] [SPEAKER_02]: And you would think that if this person had any sort of a conscience
[00:12:15] [SPEAKER_02]: that that would make them change their ways. But as we will see, it did not because she continued to
[00:12:25] [SPEAKER_02]: sell Ketamine including the Ketamine that resulted in the death of Mr. Perry.
[00:12:31] [SPEAKER_01]: Can I just add? I actually don't see that that's her checking if Ketamine can kill.
[00:12:36] [SPEAKER_01]: She's saying can Ketamine be listed as a cause of death? That's what she wants to know.
[00:12:40] [SPEAKER_01]: So she's trying to figure out is this kind of coming back to me in a way? Is this even listed
[00:12:47] [SPEAKER_01]: as the official cause of death? I think that's a self-preservation Google search.
[00:12:52] [SPEAKER_01]: I don't think she's like wait, what? It can kill people, huh? That's more of like,
[00:12:56] [SPEAKER_01]: is this victim's sister lying to me and how much of a problem is this going to be for
[00:13:01] [SPEAKER_01]: me going forward? That's how I read it. That's just my opinion about that. It's not
[00:13:06] [SPEAKER_01]: can Ketamine kill. It's something a little more specific.
[00:13:10] [SPEAKER_02]: Ketamine, that's a good point. And I'll mention just in passing the person who sent that text
[00:13:17] [SPEAKER_02]: message to Sangha has been identified and she gave an interview to a reporter from CNN
[00:13:24] [SPEAKER_02]: and she indicated that she found the Venmo or what have you in her brother's phone indicating
[00:13:31] [SPEAKER_02]: that he had gotten the Ketamine from this person and she sent this text message to the Ketamine
[00:13:36] [SPEAKER_02]: Queen and of course never got a response. But all of this got me interested. So I looked a little
[00:13:43] [SPEAKER_02]: bit more at Miss Sangha. So we're going to step away from the indictment for a moment
[00:13:50] [SPEAKER_02]: and take a quick look at an affidavit, the DEA special agent Tyler Abrejo
[00:13:57] [SPEAKER_02]: filed with the court back in March of 2024. Just be looking at a few excerpts from this affidavit
[00:14:05] [SPEAKER_02]: and I thought it was interesting because it gives some pretty interesting information
[00:14:10] [SPEAKER_01]: in context on Miss Sangha. In conducting major narcotics investigations,
[00:14:18] [SPEAKER_01]: I have become aware of many techniques utilized by narcotics traffickers.
[00:14:23] [SPEAKER_01]: I have learned that these individuals utilize various tactics to avoid detection and or apprehension
[00:14:29] [SPEAKER_01]: by law enforcement officials. Techniques used by members of these organizations include the use
[00:14:35] [SPEAKER_01]: of multiple locations, utilizations of numerous co-conspirators, the use of pay
[00:14:39] [SPEAKER_01]: telephones, multiple cellular telephones and the use of other techniques to conceal
[00:14:44] [SPEAKER_01]: communications including the use of encrypted messaging up applications and email platforms
[00:14:49] [SPEAKER_01]: such as Protonmail. During an investigation being conducted by the DEA, United States Postal
[00:14:56] [SPEAKER_01]: Inspection Service and LAPD homicide detectives, Sangha was identified as a narcotics dealer.
[00:15:03] [SPEAKER_01]: On March 19th 2024, law enforcement personnel conducted a search warrant at Sangha's residence
[00:15:08] [SPEAKER_01]: located in North Hollywood, California. During the search, law enforcement seized
[00:15:12] [SPEAKER_01]: significant quantities of illegal drugs including approximately 1,978 grams of orange pills in that
[00:15:20] [SPEAKER_01]: field tested positive for methamphetamine, 79 bottles containing a clear liquid that field
[00:15:26] [SPEAKER_01]: tested positive for ketamine and various other suspect narcotics. As discussed below,
[00:15:33] [SPEAKER_01]: law enforcement also sees cell phones belonging to Sangha which contained additional evidence
[00:15:38] [SPEAKER_01]: related to Sangha's drug trafficking activities including conversations related to selling
[00:15:43] [SPEAKER_01]: pressed methamphetamine pills and ketamine. During a search of the residence,
[00:15:48] [SPEAKER_01]: agents found a green journal with handwritten notes that appeared to detail thousands of
[00:15:53] [SPEAKER_01]: dollars in drug transactions including sale prices and weights. Inside the master bedroom,
[00:15:59] [SPEAKER_01]: agents also found user quantities of suspected drugs in a firearm inside of the closet.
[00:16:05] [SPEAKER_01]: Inside of another bedroom in the residence, law enforcement officers found the following,
[00:16:10] [SPEAKER_01]: approximately 1,978 gross grams of orange pills that field tested presumptive positive for methamphetamine,
[00:16:18] [SPEAKER_01]: approximately 79 bottles of a clear liquid that field tested a presumptive positive for ketamine,
[00:16:23] [SPEAKER_01]: 41 grams of pills suspected of being MDMA, 2,127 grams of pills suspected of being Xanax,
[00:16:33] [SPEAKER_01]: 426 grams of substances suspected of being ketamine, 323 grams of a substance suspected of being
[00:16:39] [SPEAKER_01]: silo-beasing mushrooms and 128 grams of suspected cocaine. During the search, law enforcement
[00:16:47] [SPEAKER_01]: also found a money counter, a scale that appeared to be covered in a drug residue,
[00:16:51] [SPEAKER_01]: a wireless signal and hidden camera detector and drug packaging materials.
[00:16:56] [SPEAKER_02]: This woman is obviously a pretty major drug dealer.
[00:17:03] [SPEAKER_01]: So this is something that actually I reflect back on in another fentanyl files episode we did
[00:17:07] [SPEAKER_01]: where we interviewed Lawrence County Chief Public Defender Tim Sled who's also done on the other
[00:17:15] [SPEAKER_01]: side the defense of dealing resulting in death cases. One thing that he mentioned and I thought
[00:17:21] [SPEAKER_01]: was a really apt point was that he feels that the government goes after low level attic dealers
[00:17:29] [SPEAKER_01]: a lot too much, like very much like picking out the small fish when the sharks are still circling
[00:17:35] [SPEAKER_01]: and by the sharks I mean the cartels and the Chinese companies that produce the precursors
[00:17:41] [SPEAKER_01]: to fentanyl. So he's saying the war on drugs is bad because the foot soldiers are being
[00:17:45] [SPEAKER_01]: readily eliminated but the generals go free and I thought that was very apt
[00:17:50] [SPEAKER_01]: but it sounds like in this case this Ketamine Queen, this alleged Ketamine Queen, Ms. Sunga
[00:17:58] [SPEAKER_01]: is much more of an organized larger player judging from the amount she has
[00:18:05] [SPEAKER_01]: and from what her operation seems to be based on these findings. So I feel like
[00:18:10] [SPEAKER_01]: this is definitely somebody who seems more connected, seems more of kind of a professional
[00:18:17] [SPEAKER_02]: when it comes to this stuff. I would agree completely. I'll give you a break here and I will read
[00:18:24] [SPEAKER_02]: some information about the other people who face charges in all of this and I'm going back to
[00:18:30] [SPEAKER_02]: quoting from the actual indictment quote Defendant Salvador Placencia aka Dr. P
[00:18:39] [SPEAKER_02]: and co-conspirator Mark Chavez were medical doctors licensed to practice in the state of
[00:18:45] [SPEAKER_02]: California. Defendant Placencia and co-conspirator Chavez had previously applied for and obtained
[00:18:52] [SPEAKER_02]: authorization from the Drug Enforcement Administration to dispense, administer, and prescribe narcotics
[00:18:59] [SPEAKER_02]: and other controlled substances so long as such prescriptions were for a legitimate medical purpose.
[00:19:06] [SPEAKER_02]: Co-conspirator Kenneth Iwan Masa was a residence of Los Angeles County and employed as the
[00:19:12] [SPEAKER_02]: live-in personal assistant to victim Matthew Perry. Co-conspirator Iwan Masa had never received
[00:19:19] [SPEAKER_02]: medical training and knew little, if anything, about administering and or treating patients with
[00:19:26] [SPEAKER_02]: controlled substances. With controlled substances as Defendant Placencia well knew. Co-conspirator
[00:19:35] [SPEAKER_02]: Eric Fleming was an acquaintance of victim Matthew Perry and a resident of Hawthorne,
[00:19:40] [SPEAKER_02]: California. Defendant Placencia, co-conspirator Iwan Masa, co-conspirator Fleming and co-conspirator
[00:19:48] [SPEAKER_02]: Chavez were aware that victim Matthew Perry had a history of drug abuse and addiction
[00:19:54] [SPEAKER_02]: and that victim Matthew Perry had sought on multiple occasions assistance to treat his
[00:20:00] [SPEAKER_02]: drug addiction and to maintain his sobriety in quote. So I take that to mean that these
[00:20:07] [SPEAKER_02]: people were well aware that this was a person with serious issues and instead of either helping
[00:20:17] [SPEAKER_02]: Perry with his addiction issues or just stepping back and not having anything to do with it,
[00:20:23] [SPEAKER_02]: they instead saw in his addiction issues an opportunity to make some money.
[00:20:31] [SPEAKER_01]: Yeah, it's really scary. And I mean, I speaking as somebody who is recovering alcoholic and has
[00:20:38] [SPEAKER_01]: dealt with addiction issues of my own around alcohol, I do I am a big believer in that people
[00:20:44] [SPEAKER_01]: who are dealing with addiction do bear personal responsibility to a certain extent. It may
[00:20:48] [SPEAKER_01]: be a disease but we have the ability to strive to fight it. But when as it seems like in
[00:20:54] [SPEAKER_01]: this situation when somebody is surrounded by people who are essentially attempting to make money
[00:21:01] [SPEAKER_01]: off of one's addiction or push Matthew Perry back into his addiction or whatnot, it's very,
[00:21:09] [SPEAKER_01]: very hard I think for someone in a situation like that to get sober. And this can be a problem
[00:21:13] [SPEAKER_01]: with for a lot of celebrities where people see that you're successful and you have money and
[00:21:18] [SPEAKER_01]: maybe there's a vulnerability there and they will exploit that. And it's just very sad that,
[00:21:24] [SPEAKER_01]: unfortunately, instead of people instead of any of these people perhaps backing off or being
[00:21:30] [SPEAKER_01]: supportive of him being sober, it's like they were pushing him down that road more.
[00:21:35] [SPEAKER_01]: Is that where the money was? That's yeah, you're not going to make money off of drug
[00:21:38] [SPEAKER_02]: deals if someone's not buying your drugs. Can you read the section that talks about
[00:21:42] [SPEAKER_02]: the actual conspiracy amongst these people? Sure.
[00:21:46] [SPEAKER_01]: Quote, the object of the conspiracy was to be accomplished in substance as follows.
[00:21:53] [SPEAKER_01]: Co-conspirator Iwam Masa would communicate with other co-conspirators including defendant Placentia
[00:21:59] [SPEAKER_01]: and co-conspirator Fleming about purchasing ketamine to distribute to victim MP.
[00:22:06] [SPEAKER_01]: The co-conspirators would use encrypted messaging applications
[00:22:09] [SPEAKER_01]: and coded language to discuss drug deals, including referring to bottles of ketamine as Dr. Pepper,
[00:22:15] [SPEAKER_01]: cans and bots. After discussing ketamine orders with co-conspirator Iwam Masa,
[00:22:21] [SPEAKER_01]: co-conspirator Fleming and defendant Placentia would communicate with their ketamine sources of
[00:22:26] [SPEAKER_01]: supply, including defending Sanga and co-conspirator Chavez respectively about inventory, price,
[00:22:33] [SPEAKER_01]: and availability of ketamine to sell to co-conspirator Iwam Masa and victim MP.
[00:22:38] [SPEAKER_01]: Defendant Sanga would operate and maintain the Sanga Stash House in North Hollywood, California,
[00:22:44] [SPEAKER_01]: which defendant Sanga would use to store, package, and distribute narcotics,
[00:22:48] [SPEAKER_01]: including providing ketamine to co-conspirator Fleming so that co-conspirator Fleming could sell
[00:22:52] [SPEAKER_01]: it to victim MP. Co-conspirator Iwam Masa would meet with co-conspirators,
[00:22:58] [SPEAKER_01]: including defendant Placentia and co-conspirator Fleming to purchase ketamine for victim MP.
[00:23:03] [SPEAKER_01]: Defendant Placentia would distribute ketamine to co-conspirator Iwam Masa and victim MP outside
[00:23:09] [SPEAKER_01]: the usual course of professional practice and without a legitimate medical purpose,
[00:23:14] [SPEAKER_01]: including by teaching co-conspirator Iwam Masa how to inject victim MP with ketamine,
[00:23:20] [SPEAKER_01]: selling ketamine to co-conspirator Iwam Masa to inject into MP, injecting ketamine into
[00:23:25] [SPEAKER_01]: victim MP without the proper safety equipment, and failing to properly monitor victim MP
[00:23:31] [SPEAKER_01]: after defendant Placentia injected victim MP with ketamine.
[00:23:35] [SPEAKER_01]: Using the instructions and syringes provided by defendant Placentia, co-conspirator Iwam Masa would
[00:23:41] [SPEAKER_01]: inject victim MP with the ketamine that was sold to co-conspirator Iwam Masa by defendant Placentia,
[00:23:47] [SPEAKER_01]: co-conspirator Fleming, and defendant Sanga. On October 28, 2023, using syringes provided
[00:23:55] [SPEAKER_01]: by defendant Placentia, co-conspirator Iwam Masa injected at victim MP with multiple doses
[00:24:00] [SPEAKER_01]: of the ketamine he received from co-conspirator Fleming and defendant Sanga, resulting in the death
[00:24:05] [SPEAKER_01]: and serious bodily injury of victim MP. Okay, so I guess the next question is now that we know
[00:24:13] [SPEAKER_02]: what they're accused of doing. What do you need in order to prove the existence of a conspiracy
[00:24:22] [SPEAKER_02]: in court? Basically what you need, what the law requires is that there needs to be
[00:24:28] [SPEAKER_02]: what's called an overt act. An overt act has to be more than just an agreement.
[00:24:37] [SPEAKER_02]: So in other words, if Ani and I are talking and she says, why don't we go steal some cereal from the
[00:24:44] [SPEAKER_02]: store? And I say yes, that sounds like a great idea. That's not enough. That's just an agreement
[00:24:50] [SPEAKER_02]: and you need more than just an agreement. But I think it's also important to stress
[00:24:55] [SPEAKER_02]: that an overt act doesn't need to be a criminal act. To go back to the serial example,
[00:25:06] [SPEAKER_02]: if before we go and steal the cereal together as a couple, I say, oh, Ania,
[00:25:13] [SPEAKER_02]: I'm worried about leaving fingerprints behind. I want to buy some gloves for you to wear
[00:25:19] [SPEAKER_02]: so that you won't leave any fingerprints. If I do that, if I go out and buy the gloves,
[00:25:25] [SPEAKER_02]: that is an overt act in furtherance of our conspiracy to steal cereal. Does that make
[00:25:32] [SPEAKER_02]: sense? It does make sense. So with all that said, let's look at this indictment. They actually
[00:25:41] [SPEAKER_02]: allege a pretty large number of overt acts close to 80 of them. Let's go back and forth
[00:25:49] [SPEAKER_02]: and read these. And if we have something to say about them, let's say it.
[00:25:53] [SPEAKER_01]: That sounds fine. You want to start off? Sure. On September 30th, 2023, after learning that
[00:26:00] [SPEAKER_01]: victim Matthew Perry was interested in obtaining ketamine, defendant Placentia contacted
[00:26:05] [SPEAKER_01]: Co-conspirator Chavez about purchasing ketamine so that he could sell the ketamine to victim Matthew Perry.
[00:26:12] [SPEAKER_02]: On September 30th, 2023, in text messages with Co-conspirator Chavez, defendant Placentia
[00:26:19] [SPEAKER_02]: discussed how much to charge victim MP for ketamine stating, I wonder how much this moron
[00:26:25] [SPEAKER_01]: will pay and let's find out. On September 30th, 2023, Co-conspirator Chavez confirmed
[00:26:33] [SPEAKER_01]: he was willing to sell ketamine to defendant Placentia and then sent a photograph of ketamine
[00:26:38] [SPEAKER_01]: lozenges that Co-conspirator Chavez had previously obtained by writing a fraudulent prescription
[00:26:43] [SPEAKER_01]: in the name of VB without VB's knowledge or consent. On September 30th, 2023, in text messages
[00:26:51] [SPEAKER_02]: Co-conspirator Chavez and defendant Placentia arranged to meet in Costa Mesa, California so
[00:26:57] [SPEAKER_02]: the defendant Placentia could obtain liquid ketamine in the fraudulent VB prescription from
[00:27:03] [SPEAKER_01]: Co-conspirator Chavez. On September 30th, 2023, Co-conspirator Chavez met with defendant Placentia
[00:27:10] [SPEAKER_01]: in or around Costa Mesa, California within the Central District of California and sold
[00:27:16] [SPEAKER_01]: defendant Placentia at least four vials of liquid ketamine, ketamine lozenges from
[00:27:21] [SPEAKER_01]: the fraudulent VB prescription, gloves and syringes. On September 30th, 2023, in text messages to
[00:27:29] [SPEAKER_02]: victim Matthew Perry, defendant Placentia confirmed he planned to leave vials of ketamine with victim
[00:27:35] [SPEAKER_02]: Matthew Perry for self-administration stating, I will give you first dose if you would like
[00:27:41] [SPEAKER_01]: and leave supplies with you. On September 30th, 2023, after injecting victim Matthew Perry
[00:27:48] [SPEAKER_01]: with ketamine at victim Matthew Perry's residence in the Central District of California, defendant
[00:27:53] [SPEAKER_01]: Placentia gave instructions to Co-conspirator Iwamasa about how to inject ketamine and left
[00:27:59] [SPEAKER_01]: ketamine in syringes with Co-conspirator Iwamasa so that Co-conspirator Iwamasa could administer
[00:28:05] [SPEAKER_02]: ketamine to victim Matthew Perry. On September 30th, 2023, Co-conspirator Iwamasa paid defendant
[00:28:12] [SPEAKER_02]: Placentia approximately $4,500 in cash for the ketamine referenced earlier.
[00:28:19] [SPEAKER_01]: On September 30th, 2023, defendant Placentia sent text messages to Co-conspirator Chavez
[00:28:25] [SPEAKER_01]: describing the meeting with victim Matthew Perry stating it was like a bad movie and confirming
[00:28:30] [SPEAKER_01]: that defendant Placentia would send Co-conspirator Chavez payments soon.
[00:28:35] [SPEAKER_02]: On October 2nd, 2023, Co-conspirator Iwamasa sent defendant Placentia a text message in coded
[00:28:42] [SPEAKER_02]: language stating that Co-conspirator Iwamasa wanted to purchase vials of ketamine and not
[00:28:49] [SPEAKER_02]: injection sessions. Want to end up with eight bottles of Dr. Pepper, not just eight sessions?
[00:28:56] [SPEAKER_01]: On October 2nd, 2023, in response to the text message described in Overt Act
[00:29:01] [SPEAKER_01]: number 10, defendant Placentia confirmed he understood.
[00:29:06] [SPEAKER_02]: On October 2nd, 2023, ahead of a planned meeting between defendant Placentia and victim Matthew
[00:29:12] [SPEAKER_02]: Perry, defendant Placentia told Co-conspirator Chavez, if today goes well we may have repeat
[00:29:19] [SPEAKER_01]: business. On October 2nd, 2023, in text messages to defendant Placentia, Co-conspirator
[00:29:25] [SPEAKER_01]: Chavez discussed selling ketamine to victim Matthew Perry stating you should sell him
[00:29:30] [SPEAKER_01]: the trochee referring to the fraudulent VB prescription.
[00:29:35] [SPEAKER_02]: Let's step out of this for a minute to discuss some of this. First of all, trochees, I didn't
[00:29:39] [SPEAKER_02]: know what this is. Basically it is kind of a hard tablet, kind of almost like a cough drop but not
[00:29:46] [SPEAKER_02]: quite that you put under your tongue and it is a way for them for the drug to get directly
[00:29:54] [SPEAKER_02]: into your bloodstream and bypass the digestive system.
[00:29:58] [SPEAKER_01]: Can I just say, this is not really important but just the way that they're making fun of Matthew
[00:30:06] [SPEAKER_01]: Perry is kind of upsetting, galling like they're talking about it's like a bad movie.
[00:30:11] [SPEAKER_01]: He's a moron.
[00:30:12] [SPEAKER_01]: Yeah, it's like they have a lot of contempt for somebody in this situation, not a lot of sympathy
[00:30:17] [SPEAKER_01]: which I guess makes sense given what they were doing but it's like wow, it's just kind
[00:30:21] [SPEAKER_01]: of eye-opening.
[00:30:22] [SPEAKER_02]: How much will he pay and basically leaving supplies behind for people with no experience
[00:30:30] [SPEAKER_02]: in it or medical training?
[00:30:32] [SPEAKER_01]: Yeah, the fact that these men were physicians is so terrifying to me because we all know
[00:30:40] [SPEAKER_01]: that there can be bad physicians out there that do stuff like this, pill mills, you know,
[00:30:46] [SPEAKER_01]: all that stuff but in this situation it's always really galling when you've become a
[00:30:53] [SPEAKER_01]: doctor, become a medical physician and have sworn your Hippocratic oath to do no harm and
[00:31:02] [SPEAKER_01]: take care of patients and then to turn around and be doing something like this.
[00:31:05] [SPEAKER_01]: I mean, when physicians go wrong people can really get hurt.
[00:31:09] [SPEAKER_02]: Yes, it is terrifying.
[00:31:12] [SPEAKER_02]: Let's get back to it.
[00:31:15] [SPEAKER_02]: Quote, on October 2nd, 2023 Defendant Placentia traveled to victim Matthew Perry's residence
[00:31:21] [SPEAKER_02]: to inject him with ketamine and sell additional ketamine including ketamine lozenges.
[00:31:28] [SPEAKER_01]: On October 2nd, 2023 in text messages Defendant Placentia updated co-conspirator Chavez
[00:31:34] [SPEAKER_01]: about his visit to victim Matthew Perry's residence including stating he intended to
[00:31:39] [SPEAKER_01]: administer 360 milligrams of ketamine to victim Matthew Perry over the span of approximately an hour.
[00:31:46] [SPEAKER_02]: On October 2nd, 2023 Defendant Placentia injected victim Matthew Perry with ketamine
[00:31:53] [SPEAKER_02]: and sold co-conspirator Iwan Masa liquid ketamine and ketamine lozenges from the
[00:31:59] [SPEAKER_02]: prescription in exchange for cash.
[00:32:01] [SPEAKER_01]: On October 2nd, 2023 in text messages with co-conspirator Chavez Defendant Placentia
[00:32:07] [SPEAKER_01]: discussed needing additional ketamine to send sell to victim Matthew Perry.
[00:32:11] [SPEAKER_02]: On October 2nd, 2023 to obtain more ketamine to sell to victim Matthew Perry
[00:32:17] [SPEAKER_02]: co-conspirator Chavez placed in order for 10 vials of ketamine from a wholesale distributor of
[00:32:24] [SPEAKER_02]: controlled substances.
[00:32:26] [SPEAKER_01]: On October 2nd, 2023 co-conspirator Chavez submitted a license authorization form to
[00:32:32] [SPEAKER_01]: a different wholesale distributor of controlled substances for the purpose of attaining
[00:32:37] [SPEAKER_01]: additional ketamine to sell to victim Matthew Perry.
[00:32:40] [SPEAKER_01]: Among other things, the license authorization form contained false statements
[00:32:43] [SPEAKER_01]: including that the ketamine will not be sold to a third party distributed or used for any other purpose.
[00:32:51] [SPEAKER_02]: On October 4th, 2023 in text messages using coded language
[00:32:56] [SPEAKER_02]: co-conspirator Iwan Masa till Defendant Placentia
[00:32:59] [SPEAKER_02]: he needed to purchase additional bottles of ketamine stating
[00:33:03] [SPEAKER_02]: I will need to get more cans of Dr. Pepper from you today, I can come to you to make it convenient.
[00:33:10] [SPEAKER_01]: On October 4th, 2023 co-conspirator Iwan Masa told Defendant Placentia
[00:33:15] [SPEAKER_01]: that he had successfully injected victim Matthew Perry with ketamine noting
[00:33:19] [SPEAKER_01]: found the sweet spot but trying different places led to running out of ketamine.
[00:33:24] [SPEAKER_02]: On October 4th, 2023 in response to the text message referenced above Defendant Placentia
[00:33:31] [SPEAKER_02]: advised he could deliver more ketamine to co-conspirator Iwan Masa and said
[00:33:36] [SPEAKER_02]: I have ideas on how to get consistent results.
[00:33:40] [SPEAKER_01]: On October 4th, 2023 in response to co-conspirator Iwan Masa's text messages requesting to
[00:33:45] [SPEAKER_01]: purchase ketamine now Defendant Placentia stated he was currently
[00:33:48] [SPEAKER_01]: retrieving four bottles from his source referring to co-conspirator Chavez.
[00:33:52] [SPEAKER_02]: On October 4th, 2023 Defendant Placentia traveled to Irvine, California to purchase
[00:33:58] [SPEAKER_02]: eight vials of liquid ketamine from Defendant Chavez.
[00:34:02] [SPEAKER_01]: On October 4th, 2023 Defendant Placentia injected victim Matthew Perry with ketamine and sold
[00:34:08] [SPEAKER_01]: multiple vials of ketamine to co-conspirator Iwan Masa.
[00:34:11] [SPEAKER_02]: On October 4th, 2023 in text messages to co-conspirator Chavez Defendant Placentia
[00:34:17] [SPEAKER_02]: asked whether co-conspirator Chavez was having any trouble finding more ketamine
[00:34:22] [SPEAKER_02]: in case this continues with this guy noting I think we would be best served not having him
[00:34:28] [SPEAKER_02]: look elsewhere because Defendant Placentia wanted to be his go-to.
[00:34:33] [SPEAKER_02]: So let's stop there. It really is making it clear they're seeing this guy as a cash cow.
[00:34:41] [SPEAKER_02]: We want to be his go-to source. We don't want him going anywhere else.
[00:34:45] [SPEAKER_02]: We want to supply all of his ketamine even if it involves us having to make
[00:34:50] [SPEAKER_02]: false statements on forms to obtain ketamine from all these different sources.
[00:34:54] [SPEAKER_01]: Also, this is not how physicians talk about prescriptions. Okay, when I need a prescription,
[00:35:02] [SPEAKER_01]: I'm not going on my patient portal and asking my doctor, hey, can you send me some cans of
[00:35:07] [SPEAKER_01]: Coke, wink, wink? I mean, like this isn't how, you know, I mean, it's pretty overtly
[00:35:14] [SPEAKER_01]: bad news. All of this. Like it's very hard. Like why are you using weird code names and carrying
[00:35:21] [SPEAKER_01]: on like this and lying on forms if this is some sort of legitimate use?
[00:35:26] [SPEAKER_02]: It's pretty clearly a consciousness of guilt. Yeah, there's definitely, yeah,
[00:35:30] [SPEAKER_02]: there's a lot of that going on here. And we have people close to us in the medical field and
[00:35:36] [SPEAKER_01]: this is just appalling. Yeah, it really is. It really is. Yeah, when you're in the,
[00:35:44] [SPEAKER_01]: a field and you see others who are supposed to be in that field doing wrong, I think it hits
[00:35:49] [SPEAKER_01]: home harder because you know what good doctoring looks like. You know what good medical professionals
[00:35:54] [SPEAKER_01]: look like. And when people are then doing that and sort of bastardizing it, then it's upsetting.
[00:36:01] [SPEAKER_02]: It makes me very angry because Matthew Perry was obviously struggling and needed help.
[00:36:09] [SPEAKER_02]: And there are a lot of good people in this country, including good doctors, good nurses who would have
[00:36:16] [SPEAKER_02]: helped him. And it is a tragedy that he did not encounter those people. But what's also scary
[00:36:23] [SPEAKER_01]: is that he, this all starts in what is it late September it looks like. And he's dead by the
[00:36:32] [SPEAKER_01]: end of October. So we're seeing this, it all happens very quickly. This is not something
[00:36:36] [SPEAKER_01]: that's like lasting for years, right? It's something that's kind of escalates and,
[00:36:41] [SPEAKER_01]: and you know, leads to a death. So should we get back to the, let's get back to it. Okay.
[00:36:49] [SPEAKER_01]: Quote on October 4th 2023, co-conspirator Chavez sent a text message to Defendant Placentia
[00:36:54] [SPEAKER_02]: stating he was working on getting more ketamine. On October 4th 2023 to obtain more ketamine
[00:37:00] [SPEAKER_02]: to sell to victim Matthew Perry, co-conspirator Chavez submitted an order for 10 vials of ketamine
[00:37:07] [SPEAKER_01]: to wholesale ketamine distributor two. On October 4th 2023 to obtain more ketamine to sell to victim
[00:37:13] [SPEAKER_01]: Matthew Perry, co-conspirator Chavez completed a know your customer DEA questionnaire and
[00:37:19] [SPEAKER_01]: submitted it to wholesale ketamine distributor one knowing the document contained materially
[00:37:24] [SPEAKER_01]: false statements, including co-conspirator Chavez responding no to the question. Do you sell any
[00:37:30] [SPEAKER_01]: products to other practitioners? Let me just pause here for a minute because it mentions the DEA
[00:37:35] [SPEAKER_01]: and folks who don't work in the medical field at all may be surprised by that. But this is one
[00:37:41] [SPEAKER_01]: important aspect of it. Knowing people who do work in the medical field, there are standards
[00:37:47] [SPEAKER_01]: and practices. There are regulations and I know from people who work in the medical field,
[00:37:54] [SPEAKER_01]: the DEA is definitely like, if you're doing stuff wrong, the DEA could come knocking at your door
[00:37:59] [SPEAKER_01]: that's not out of the question. So I think this just underscores where it's very clear what you're
[00:38:07] [SPEAKER_01]: supposed to be doing in this field and certainly lying is not one of the things that you're
[00:38:13] [SPEAKER_01]: supposed to be doing when it comes to drugs. Yeah, they knew what they were doing here.
[00:38:17] [SPEAKER_01]: Yeah, it's just I just want to underscore because I think sometimes I have an inclination
[00:38:20] [SPEAKER_01]: of like, well, do people just make a mistake or kind of let something get too far? But
[00:38:25] [SPEAKER_01]: knowing what I know about how this works and I am not a medical practitioner myself,
[00:38:30] [SPEAKER_01]: but I do know some and the DEA is around when you're dealing with stuff like ketamine and
[00:38:35] [SPEAKER_01]: it's not an ambiguous thing here. So that's what I wanted to say that.
[00:38:41] [SPEAKER_02]: Let's get back to it. Quote on October 6, 2023, in response to co-conspirator
[00:38:46] [SPEAKER_02]: Iwan Massa advising Defendant Placentia that he needed more ketamine because he had only one left,
[00:38:53] [SPEAKER_02]: Defendant Placentia traveled to victim Matthew Perry's residence and sold one or more vials of
[00:38:59] [SPEAKER_02]: ketamine to co-conspirator Iwan Massa in exchange for cash. On October 7, 2023,
[00:39:06] [SPEAKER_01]: co-conspirator Iwan Massa sent text messages to Defendant Placentia seeking more ketamine and
[00:39:11] [SPEAKER_01]: asked if he could pay with something besides cash because it's hard to get to the bank
[00:39:15] [SPEAKER_01]: on the fly with all that's going on, on which happens so fast now.
[00:39:20] [SPEAKER_02]: On October 7, 2023, at approximately 11.29 p.m., in response to text messages from
[00:39:27] [SPEAKER_02]: co-conspirator Iwan Massa, Defendant Placentia confirmed he had two bottles of ketamine to sell
[00:39:35] [SPEAKER_02]: and agreed to meet in Santa Monica, California stating,
[00:39:39] [SPEAKER_02]: I am at 3rd Street promenade now if you would like to meet now.
[00:39:44] [SPEAKER_01]: On October 7, 2023, at approximately 11.47 p.m., co-conspirator Iwan Massa told Defendant
[00:39:51] [SPEAKER_01]: Placentia that he sent $3,000 by electronic payment and I'm bringing three more leaving now.
[00:39:57] [SPEAKER_02]: On October 8, 2023, at approximately 12.30 a.m., Defendant Placentia met with co-conspirator
[00:40:05] [SPEAKER_02]: Iwan Massa on a street corner in Santa Monica and sold co-conspirator Iwan Massa ketamine
[00:40:12] [SPEAKER_01]: in exchange for $6,000 cash. On October 9, 2023, after co-conspirator Chavez
[00:40:19] [SPEAKER_01]: received a ketamine delivery from wholesale ketamine distributor 1,
[00:40:23] [SPEAKER_01]: co-conspirator Ixava sent a text message to Defendant Placentia stating,
[00:40:27] [SPEAKER_01]: are we still meeting tomorrow? We got the shipment today, one box of 10 vials.
[00:40:31] [SPEAKER_02]: On October 9, 2023, in response to the text message referenced above,
[00:40:37] [SPEAKER_02]: Defendant Placentia stated, great, yes, I'm going to probably come to you midday.
[00:40:42] [SPEAKER_01]: On October 10, 2023, Defendant Placentia met with co-conspirator Chavez in Irvine,
[00:40:48] [SPEAKER_01]: California and purchased 10 vials of ketamine which Defendant Placentia intended to sell
[00:40:53] [SPEAKER_02]: to victim Matthew Perry. On October 10, 2023, in text messages, Defendant Placentia
[00:40:59] [SPEAKER_02]: and co-conspirator Iwan Massa agreed to meet in Long Beach, California so that Defendant
[00:41:05] [SPEAKER_02]: Placentia could transfer more ketamine to co-conspirator Iwan Massa.
[00:41:10] [SPEAKER_01]: On October 10, 2023, Defendant Placentia met co-conspirator Iwan Massa and victim Matthew
[00:41:16] [SPEAKER_01]: Perry in a public parking lot in Long Beach, California or Defendant Placentia injected
[00:41:21] [SPEAKER_01]: victim Matthew Perry with ketamine while inside of a vehicle. While there, Defendant
[00:41:26] [SPEAKER_01]: Placentia also provided additional vials of ketamine to co-conspirator Iwan Massa in
[00:41:30] [SPEAKER_02]: exchange for a partial payment in cash. What's not there for a second? There is something so
[00:41:36] [SPEAKER_02]: troubling and disturbing about this image to me. They are meeting in a parking lot and Matthew
[00:41:45] [SPEAKER_02]: Perry is in a car and just in this car, this doctor, the so-called doctor is injecting him with
[00:41:53] [SPEAKER_01]: ketamine. Yeah, in what world? In what world is that? Yeah, it's so seedy and grimy and just upsetting.
[00:42:06] [SPEAKER_02]: It just makes me very, very sad. It makes me sad for Matthew Perry. It's like what was going on
[00:42:13] [SPEAKER_01]: in his life at that point where he was in such a the grips of addiction or the grips of some
[00:42:18] [SPEAKER_01]: problem where one thing about addiction is that it really erodes your sense of normalcy in the real
[00:42:25] [SPEAKER_01]: what you want is whatever you're addicted to or relief or whatnot. I don't know if this is a
[00:42:34] [SPEAKER_01]: situation where he's addicted to the ketamine or if he's going through other addictions and he
[00:42:40] [SPEAKER_01]: feels this is helping or I don't know what the specific situation in his circumstance was,
[00:42:45] [SPEAKER_01]: but it's one of those things where at a certain point you just start debasing yourself to get whatever
[00:42:53] [SPEAKER_01]: the drug is and that's true for everyone whether you are a well-off celebrity or someone who is
[00:43:02] [SPEAKER_01]: just a low level dealer or addict on the street. It doesn't really matter. We're all human beings
[00:43:08] [SPEAKER_01]: and we all have those reactions to addictive substances to a certain extent. It's very
[00:43:14] [SPEAKER_02]: sad. It makes me very sad for him. Yeah, well you're getting drug injections in a parking lot.
[00:43:21] [SPEAKER_02]: It's just something's done very wrong. Yeah, it's sad. Shall we get back to it? Sure. On October 10th,
[00:43:33] [SPEAKER_01]: 2023, co-conspirator Iwamasa sent a text message to co-conspirator Fleming seeking to purchase
[00:43:39] [SPEAKER_01]: ketamine stating how much do you want per bottle and what is the nice tip you want?
[00:43:43] [SPEAKER_02]: On October 10th, 2023, in response to the text message referenced above,
[00:43:49] [SPEAKER_02]: co-conspirator Fleming stated perfect and I'll bring to you and getting price now,
[00:43:55] [SPEAKER_02]: I need some upfront to pay when I pick up and rest when I deliver.
[00:43:59] [SPEAKER_01]: On October 10th, 2023 using the signal encrypted messaging application,
[00:44:04] [SPEAKER_01]: co-conspirator Fleming communicated with defendant Sunga about obtaining ketamine stating
[00:44:08] [SPEAKER_01]: hi Jazz, it's Eric. Let me know your ad-ee. How many vials do you have availability?
[00:44:14] [SPEAKER_02]: On October 10th, 2023 using the signal encrypted messaging application co-conspirator Fleming
[00:44:21] [SPEAKER_02]: and defendant Sunga communicated about the type and price of the ketamine that defendant Sunga
[00:44:26] [SPEAKER_01]: had available for sale. On October 10th, 2023 in text messages, co-conspirator Fleming told
[00:44:32] [SPEAKER_01]: co-conspirator Iwamasa that he could attain vials of ketamine for $300, sent a photograph of ketamine
[00:44:39] [SPEAKER_01]: he proposed selling and requested a $1,000 brokering fee. On October 11th, 2023 using the
[00:44:46] [SPEAKER_02]: signal encrypted messaging application, defendant Sunga told co-conspirator Fleming that her
[00:44:52] [SPEAKER_02]: ketamine was high quality and offered a sample of the drug for victim Matthew Perry to try
[00:44:58] [SPEAKER_02]: stating it's unmarked but it's amazing. He take one and try it and I have more if he likes.
[00:45:05] [SPEAKER_01]: On October 11th, 2023 co-conspirator Fleming sent a screenshot to defendant Sunga's message
[00:45:12] [SPEAKER_01]: referenced above to co-conspirator Iwamasa stating just got this from my person she only deals with
[00:45:19] [SPEAKER_01]: high end and celebs if it were not great stuff she'd lose her business. Let's stop there for
[00:45:25] [SPEAKER_02]: a moment to just make an obvious statement that if you are a high end celebrity doing drug business
[00:45:32] [SPEAKER_02]: with the ketamine queen I imagine you would be very scared right now. Yes. Because we as we mentioned
[00:45:40] [SPEAKER_02]: at the top of the show when we read from that affidavit the police have her business journals
[00:45:46] [SPEAKER_02]: so they know who you are and they know you've been buying drugs from her or at least that your
[00:45:51] [SPEAKER_01]: people have been buying drugs from her. I hope they go after more people honestly I mean I mean
[00:45:55] [SPEAKER_01]: for people who are dealing with addiction then I mean that could be it would ultimately be helpful
[00:45:59] [SPEAKER_01]: to them. Yes yeah get some help get help and then get rid of people who are enabling this by
[00:46:05] [SPEAKER_01]: doing drug deals for you and again like I understand in the situation like there is a certain level
[00:46:10] [SPEAKER_01]: of power that the celebrities have and if they're hiring a personal assistant and saying get me
[00:46:14] [SPEAKER_01]: drugs I understand that there's pressure in that situation but just in general in life it's
[00:46:19] [SPEAKER_01]: better to just leave your job and not do illegal stuff than to try to make it work and do illegal
[00:46:24] [SPEAKER_01]: stuff for somebody. That's just I know that's probably not always the seen as the case in
[00:46:29] [SPEAKER_01]: Hollywood but it's sort of true everywhere and it's a I know Hollywood you know is stereotypically
[00:46:35] [SPEAKER_01]: a place where it's like a lot of enabling a lot of bad behavior that kind of gets swept
[00:46:39] [SPEAKER_01]: under the rug but I hope that doesn't happen here because I think there should be
[00:46:43] [SPEAKER_02]: accountability for all of this. Let's get back to it on October 12th 2023 Co-conspirator Fleming
[00:46:51] [SPEAKER_02]: contacted Defendant Sanka to obtain a sample vial of ketamine and advised Defendant Sanka
[00:46:58] [SPEAKER_02]: that the ketamine was intended for victim Matthew Perry. On October 12th 2023 after
[00:47:03] [SPEAKER_01]: communicating with Defendant Sanka about her ketamine supply Co-conspirator Fleming
[00:47:08] [SPEAKER_01]: advised Co-conspirator Iwamasa that his hookup that is Defendant Sanka was able to get the
[00:47:14] [SPEAKER_01]: kind that is used for intramuscular. I guarantee it's going to be amazing and sent a photograph
[00:47:19] [SPEAKER_01]: of unlabeled unmarked clear glass vials of ketamine to show Co-conspirator Iwamasa what they look
[00:47:25] [SPEAKER_02]: like. On October 12th 2023 Co-conspirator Fleming told Co-conspirator Iwamasa that he
[00:47:31] [SPEAKER_02]: was willing to facilitate the drug deal but needed to make money stating I would not do this
[00:47:38] [SPEAKER_02]: if there wasn't a chance of me making some money for doing this. On October 12th 2023 in text messages
[00:47:45] [SPEAKER_01]: Co-conspirator Iwamasa asked to purchase more ketamine from Defendant Placentia and noted he
[00:47:50] [SPEAKER_01]: would pay Defendant Placentia the money he owed for ketamine that Defendant Placentia already
[00:47:54] [SPEAKER_02]: provided as referenced. On October 12 2023 Defendant Placentia traveled to victim Matthew Perry's
[00:48:02] [SPEAKER_02]: residence in Los Angeles County to sell additional ketamine to Co-conspirator Iwamasa and victim
[00:48:09] [SPEAKER_02]: Matthew Perry for which Co-conspirator Iwamasa paid Defendant Placentia approximately $21,500
[00:48:16] [SPEAKER_01]: in cash. On October 12 2023 after Defendant Placentia injected victim Matthew Perry with a large dose
[00:48:23] [SPEAKER_01]: of ketamine that caused victim Matthew Perry to freeze up and his blood pressure to significantly
[00:48:28] [SPEAKER_01]: spike Defendant Placentia told Co-conspirator Iwamasa something to the effect of let's not do that again
[00:48:34] [SPEAKER_01]: and nonetheless left additional vials of ketamine with Co-conspirator Iwamasa for injecting Matthew
[00:48:40] [SPEAKER_02]: Perry. Well let's stop there that's a terrifying incident the man's blood pressure spikes he
[00:48:49] [SPEAKER_02]: freezes up that's a sign for everyone there to realize there's plenty of signs here but that's
[00:48:58] [SPEAKER_02]: a sign this is not safe we're playing with this man's life yeah and this man Placentia he is a doctor
[00:49:09] [SPEAKER_01]: it's outrageous it's outrageous and it's interesting we're actually seeing sort of
[00:49:15] [SPEAKER_01]: Iwamasa on behalf of Matthew Perry sort of soliciting we're almost seeing two sources of drugs we're
[00:49:21] [SPEAKER_01]: seeing the doctors Placentia and Chavez giving their end of it but he's also now starting to get
[00:49:26] [SPEAKER_01]: it from Sanga and Fleming is that right so like we're having kind of the the doctors who've gone
[00:49:32] [SPEAKER_01]: bad and then we're having the more of traditional drug dealing apparatus and we're sort of seeing
[00:49:39] [SPEAKER_01]: how both of those things work I guess you know it's very interesting and it's also striking that
[00:49:46] [SPEAKER_02]: the doctors aren't being any more careful about the use of the substance substances than the
[00:49:55] [SPEAKER_02]: dealers are yeah exactly he gives this guy an injection has awful side effects he says oh yeah
[00:50:02] [SPEAKER_02]: this is dangerous well here's a bunch more see you later yeah it's outrageous I guess let's get back to it
[00:50:10] [SPEAKER_02]: in on October 13th 2023 in response to a text messages from Defendant Placentia asking if co-conspirator
[00:50:17] [SPEAKER_02]: Chavez would be interested in running a ketamine clinic with him co-conspirator Chavez said
[00:50:23] [SPEAKER_02]: interesting and as long as we are doing things on the up and up we can start ASAP all done
[00:50:30] [SPEAKER_02]: legally without any shady stuff having them come to the clinic will ensure this on October 13th 2023
[00:50:38] [SPEAKER_01]: in response to Defendant Placentia is asking oh so you don't agree with the method I'm currently doing
[00:50:43] [SPEAKER_01]: co-conspirator Chavez stated it's not what I think it's what an entity like the California
[00:50:49] [SPEAKER_01]: Medical Board would view it or the DEA okay let's talk about this what the so you have
[00:50:55] [SPEAKER_01]: Chavez sort of maybe starting to express some some concern here mentioning shady stuff Placentia seeming
[00:51:02] [SPEAKER_01]: to react very defensively but what Chavez is saying basically it's like I don't really look his own
[00:51:09] [SPEAKER_01]: opinions don't matter but like we could get in trouble with the DEA or the California Medical
[00:51:13] [SPEAKER_02]: Chavez is saying yeah this is a good way to make money we just have to do things a little bit
[00:51:17] [SPEAKER_01]: differently so it's like some guilty knowledge there and seems like it's what what I'm seeing is
[00:51:23] [SPEAKER_01]: like Chavez is the guy who's getting the med is the getting the ketamine giving it to Placentia
[00:51:27] [SPEAKER_01]: who's running around and doing all sorts of inappropriate things that certainly makes Placentia
[00:51:31] [SPEAKER_01]: more of the instigator but it certainly doesn't absolve Chavez from his role in this let's get
[00:51:37] [SPEAKER_02]: back to it on October 13th 2023 co-conspirator Fleming drove to the Sanga stash house in
[00:51:44] [SPEAKER_02]: north Hollywood California and purchased a ketamine sample for victim Matthew Perry
[00:51:49] [SPEAKER_02]: which was contained inside an unlabeled unmarked clear glass vial with a blue cap
[00:51:56] [SPEAKER_01]: on October 13th 2023 co-conspirator Fleming drove to victim Matthew Perry's residence and delivered
[00:52:03] [SPEAKER_01]: the sample ketamine vial to co-conspirator Iwamasa knowing that co-conspirator Iwamasa would be
[00:52:07] [SPEAKER_02]: injecting victim Matthew Perry with the ketamine on October 13th 2023 co-conspirator Fleming
[00:52:14] [SPEAKER_02]: told co-conspirator Iwamasa he could obtain as many vials of ketamine as co-conspirator Iwamasa
[00:52:20] [SPEAKER_02]: requested stating let me know how many and I'll confirm what she can get but as of now she said
[00:52:27] [SPEAKER_01]: she can fill any order on October 13th 2023 in response to the text messages referenced above
[00:52:33] [SPEAKER_01]: co-conspirator Iwamasa told co-conspirator Fleming he would purchase 25 vials
[00:52:39] [SPEAKER_01]: $5500 at 220 plus 500 for you for logistics on October 14th 2023 co-conspirator Fleming drove to
[00:52:49] [SPEAKER_02]: victim Matthew Perry's residence located in Los Angeles County and collected cash from co-conspirator
[00:52:55] [SPEAKER_01]: Iwamasa on October 14th 2023 co-conspirator Fleming drove to the Sanga stash house and
[00:53:02] [SPEAKER_01]: purchased 25 vials of ketamine from defendant Sanga on October 14th 2023 after obtaining the
[00:53:08] [SPEAKER_02]: ketamine referenced above from defendant Sanga co-conspirator Fleming drove back to victim
[00:53:14] [SPEAKER_02]: Matthew Perry's residence located in Los Angeles County and delivered the ketamine to co-conspirator
[00:53:20] [SPEAKER_01]: Iwamasa on October 23 2023 co-conspirator Iwamasa sent a text message to co-conspirator Fleming
[00:53:26] [SPEAKER_01]: requesting to purchase more ketamine stating can we do the same as last time again over the next
[00:53:32] [SPEAKER_02]: two days on October 23 2023 in response to the text message referenced above co-conspirator
[00:53:40] [SPEAKER_02]: Fleming confirmed he could obtain more ketamine stating it will be same product you want same
[00:53:46] [SPEAKER_02]: amount put the 55 together ASAP and I'll come get it as soon as possible to get it all done
[00:53:52] [SPEAKER_01]: tonight on October 23 2023 co-conspirator Fleming traveled to victim Matthew Perry's residence and
[00:53:59] [SPEAKER_01]: picked up approximately $6,000 in cash from co-conspirator Iwamasa which would be used to pay
[00:54:05] [SPEAKER_02]: defendant Sanga for additional ketamine on October 24 2023 based on information from defendant
[00:54:11] [SPEAKER_02]: Sanga co-conspirator Fleming sent text message updates to co-conspirator Iwan masa about
[00:54:18] [SPEAKER_02]: the delivery and timing of the ketamine including stating that defendant Sanga's ketamine source
[00:54:23] [SPEAKER_02]: which defendant Sanga referred to as the master chef and scientist would make the supply available
[00:54:30] [SPEAKER_02]: and that the ketamine was on its way to our girl referring to defendant Sanga on October 24 2023
[00:54:37] [SPEAKER_01]: co-conspirator Fleming traveled to the Sanga stash house purchased 25 miles of ketamine
[00:54:42] [SPEAKER_01]: from defendant Sanga in exchange for cash as part of that transaction defendant Sanga included ketamine
[00:54:50] [SPEAKER_01]: lollipops as an add-on for victim Matthew Perry's large ketamine order on October 24 2023
[00:54:57] [SPEAKER_02]: co-conspirator Fleming traveled to victim Matthew Perry's residence with the ketamine
[00:55:02] [SPEAKER_02]: referenced above and delivered to co-conspirator Iwamasa on October 24 2023 co-conspirator
[00:55:09] [SPEAKER_01]: Iwamasa administered at least six shots of ketamine to victim Matthew Perry on October 24 2023
[00:55:17] [SPEAKER_02]: despite less than a week earlier telling a patient at his clinic the victim Matthew Perry was too far
[00:55:23] [SPEAKER_02]: gone and spiraling in his addiction defendant Placentia placed in order for 10 vials of
[00:55:29] [SPEAKER_02]: ketamine from wholesale ketamine distributor one so the defendant Placentia could offer
[00:55:35] [SPEAKER_01]: to sell the ketamine to victim Matthew Perry on October 25 2023 defendant Sanga reached out to
[00:55:41] [SPEAKER_01]: co-conspirator Fleming about anticipated future transfers of ketamine to victim Matthew Perry
[00:55:46] [SPEAKER_01]: stating please let me know if you think there will be another round because the scientists
[00:55:50] [SPEAKER_01]: he'll be gone as well i'll have to know ahead of time to get that sorted out before we leave
[00:55:55] [SPEAKER_02]: on October 25 2023 co-conspirator Iwamasa administered at least six shots of ketamine
[00:56:02] [SPEAKER_01]: to victim Matthew Perry on October 26 2023 co-conspirator Iwamasa administered at least six
[00:56:09] [SPEAKER_02]: shots of ketamine to victim Matthew Perry on October 27 2023 co-conspirator Iwamasa administered
[00:56:16] [SPEAKER_01]: at least six shots of ketamine to victim Matthew Perry on October 27 2023 in text messages defendant
[00:56:23] [SPEAKER_01]: Placentia offered to sell additional ketamine to co-conspirator Iwamasa stating i know you
[00:56:28] [SPEAKER_01]: mentioned taking a break i have been stocking up on the meanwhile i am not sure when you guys plan to
[00:56:33] [SPEAKER_01]: resume but in case it's when i'm out of town this weekend i have left supplies with a nurse of mine
[00:56:38] [SPEAKER_01]: and i can always let her know the plan i will be back in town tuesday on October 28 2023 using
[00:56:46] [SPEAKER_02]: syringes provided by co-defendant Placentia co-conspirator Iwamasa injected victim Matthew
[00:56:52] [SPEAKER_02]: Perry with at least three shots of the ketamine co-conspirator Iwamasa received from
[00:56:57] [SPEAKER_02]: co-conspirator Fleming and defendant Sangha which resulted in the death and serious bodily injury
[00:57:04] [SPEAKER_01]: of victim Matthew Perry on October 28 2023 after she learned about victim Matthew Perry's death
[00:57:12] [SPEAKER_01]: from news reports defendant Sangha called co-conspirator Fleming using the signal application
[00:57:18] [SPEAKER_01]: to discuss the co-conspirators distancing themselves from selling ketamine to victim
[00:57:22] [SPEAKER_01]: Matthew Perry by among other things deleting digital evidence on their cell phones
[00:57:27] [SPEAKER_02]: on October 28 2023 defendant Sangha updated the setting on the signal application to automatically
[00:57:34] [SPEAKER_02]: delete her messages with co-conspirator Fleming and instructed co-conspirator Fleming
[00:57:40] [SPEAKER_01]: delete all our messages on October 30 2023 using signal encrypted messaging application
[00:57:49] [SPEAKER_01]: co-conspirator Fleming sent the following text message to defendant Sangha please call
[00:57:54] [SPEAKER_01]: got more info and want to bounce ideas off you i'm 90% sure everyone is protected i never dealt with
[00:58:00] [SPEAKER_01]: victim Matthew Perry only his assistant so the assistant was the enabler also they are doing
[00:58:06] [SPEAKER_01]: a three month talk screening does k stay in your system or is it immediately flushed out
[00:58:11] [SPEAKER_02]: so that's the list of the word acts do you have any thoughts on it i mean it's a lot
[00:58:16] [SPEAKER_01]: i mean the reason we wanted to read them all out to you is to not only just give you a play
[00:58:21] [SPEAKER_01]: by play about sort of the the end of Matthew Perry's life and sort of what he was going through but
[00:58:27] [SPEAKER_01]: also showing what all these different players were actually doing it's one thing to just say
[00:58:31] [SPEAKER_01]: well somebody sold somebody drugs it's another to see how does the drug sale actually happen
[00:58:37] [SPEAKER_01]: who's doing it where is this ketamine coming from and it's happening over and over and over
[00:58:42] [SPEAKER_02]: again these people are doing the same thing it's not like a one time saying it's not a one time mistake
[00:58:47] [SPEAKER_01]: where you can kind of say well they didn't know was going to kill him and that was his choice to take
[00:58:52] [SPEAKER_01]: it obviously it's his choice to take this ketamine he's obviously asking for it but it's obviously
[00:58:57] [SPEAKER_01]: in a system that's a lot of enabling is going on a lot of bad decision-making is going on he's
[00:59:02] [SPEAKER_01]: being treated like a cash cow as opposed to a human being and it's interesting that there's
[00:59:08] [SPEAKER_01]: just these two sources these kind of bad doctors frankly and then this this ketamine queen and her
[00:59:14] [SPEAKER_01]: sort of salesman so I I kind of find that somewhat fascinating and I hope I hope you found it interesting
[00:59:20] [SPEAKER_02]: to ambassadors I also think the fact that afterwards the ketamine queen wanted to destroy
[00:59:26] [SPEAKER_02]: evidence when to delete messages and stuff that is something that law enforcement investigators
[00:59:31] [SPEAKER_02]: take very seriously because that's a real effort to toward justice if you are destroying
[00:59:36] [SPEAKER_01]: evidence yes and I think it is interesting though I mean for what what you wrote here and
[00:59:41] [SPEAKER_01]: just what we're looking at um sunga seems to be a huge focus of this uh because the government
[00:59:46] [SPEAKER_01]: also filed for her to be kept in pre-trial detention why don't you read some of they
[00:59:50] [SPEAKER_02]: actually filed a motion as he said why don't you read some of the arguments and points
[00:59:54] [SPEAKER_02]: they made as to why they believe she should be locked up now even before trial sure these
[00:59:59] [SPEAKER_01]: next three paragraphs yeah quote defendant has been dealing drugs from the sangha
[01:00:05] [SPEAKER_01]: stash house since at least 2019 defendants drug trafficking continued unabated during that half
[01:00:10] [SPEAKER_01]: decade with defendant blithely indifferent to the fact that her ketamine contributed to the overdose
[01:00:15] [SPEAKER_01]: deaths of victim c.m. in 2019 and victim matthew parry in 2023 due to the high volume and long
[01:00:22] [SPEAKER_01]: history of defendants drug dealing the government is continuing to investigate whether other
[01:00:26] [SPEAKER_01]: victims exist there are troubling signs that defendant may be continuing to deal drugs while
[01:00:30] [SPEAKER_01]: on pre-trial release for one defendant continues to reside at the sunga stash house from where she
[01:00:36] [SPEAKER_01]: has long conducted her drug business it is unclear how defendant is financing the property or her
[01:00:41] [SPEAKER_01]: current lifestyle defendant rents the sunga stash house for thousands of dollars per month
[01:00:46] [SPEAKER_01]: but as reported by treat pre-trial services defendant sunga has been unemployed since 2019
[01:00:52] [SPEAKER_01]: prior to which she claimed to have been self-employed as an artist and singer who did art shows
[01:00:57] [SPEAKER_01]: and remains unemployed since her initial detention hearing defendant was driving a rented range rover
[01:01:03] [SPEAKER_01]: at the time of the initial hearing and she's now leasing a 2024 bmw despite defendants period of
[01:01:09] [SPEAKER_01]: unemployment which notably ran concurrent to her operation of the sunga stash house location
[01:01:14] [SPEAKER_01]: i.e. 2019 to 2024 defendant claimed to earn thousands of dollars in income a month more
[01:01:21] [SPEAKER_01]: over as recently as july 24th 2024 defendant posted a photo to social media wearing a bracelet with the
[01:01:29] [SPEAKER_01]: word mushy and several mushroom charms notably defendant was arrested in march 2024 at the
[01:01:35] [SPEAKER_01]: sunga stash location with magic mushrooms and on the photo defendant added text that reads
[01:01:41] [SPEAKER_01]: pulling out the old rave or candy and hashtag rave to the grave suggesting that she cannot
[01:01:47] [SPEAKER_01]: be stopped and will persist in her drug lifestyle until death a callous choice of words considering
[01:01:53] [SPEAKER_01]: that her actions have sent two victims to theirs as a threshold matter defendant sentencing exposure
[01:01:59] [SPEAKER_01]: in this case creates a significant risk that defendant a dual citizen of the us and the
[01:02:04] [SPEAKER_01]: united kingdom will flee to avoid prosecution based on defendant's lifestyle and spending
[01:02:09] [SPEAKER_01]: she has the financial means to flee moreover although defendant has her had her passports
[01:02:15] [SPEAKER_01]: confiscated by law enforcement she holds british citizenship and is a lengthy history of international
[01:02:20] [SPEAKER_01]: travel including repeated trips to mexico spain and dupay as well as trips to canada china japan
[01:02:27] [SPEAKER_01]: italy gree south america dupay france and antigua in quote so basically she doesn't seem to have
[01:02:36] [SPEAKER_02]: any remorse she still seems to be engaging in and celebrating this type of behavior
[01:02:45] [SPEAKER_02]: she has resources and a passport it would be very easy for her to just leave
[01:02:52] [SPEAKER_02]: and the fact that she's facing such as stiff sense would perhaps give her an incentive to
[01:02:57] [SPEAKER_02]: leave the country so i think those are pretty compelling arguments well yeah those are
[01:03:02] [SPEAKER_01]: pretty good arguments it's it's a it's a very troubling story i do want to say they may be
[01:03:07] [SPEAKER_01]: focusing on her because she sort of is more of a kingpin or a queen pin to a certain extent she
[01:03:14] [SPEAKER_01]: certainly seems to have a lot of money i'm not saying she's the highest person on whatever
[01:03:18] [SPEAKER_01]: chain she's a part of but she's certainly doing quite well for herself based on her lifestyle
[01:03:24] [SPEAKER_01]: but i don't want to i don't want to overlook what those doctors did either because even if
[01:03:29] [SPEAKER_01]: they're not as much of a focus i mean they very much played a huge role in this whole thing as well
[01:03:34] [SPEAKER_01]: so i think it makes sense that they're all being looked at and there might be consequences here
[01:03:41] [SPEAKER_01]: i i think it's it's disturbing because i mean i'm i guess it's like when we're looking at all
[01:03:47] [SPEAKER_01]: these crimes you and i focus so much on overtly violent crimes so murder kidnapping sexual
[01:03:52] [SPEAKER_01]: assault things like that but that has resulted in me often having kind of the opinion that
[01:03:58] [SPEAKER_01]: in certain cases with drug dealers you know it's sort of like the war on drugs feels like a failed
[01:04:03] [SPEAKER_01]: paradigm in many respects and like is it good that we're like going this hard after drug dealers
[01:04:09] [SPEAKER_01]: and i i think i do stand by that in some respects and i think tim sludd spoke to that in his
[01:04:15] [SPEAKER_01]: episode about this that will link to but there is a situation where especially the very high
[01:04:22] [SPEAKER_01]: level drug dealers they're making a lot of money off of people suffering and in many cases
[01:04:27] [SPEAKER_01]: death so having strong accountability for people in that circumstances i don't have a problem with
[01:04:35] [SPEAKER_01]: i think that's good i'd actually rather see someone like this go down for um a situation involving
[01:04:43] [SPEAKER_01]: a death than even perhaps someone who's like a low level dealer on the street who's also addicted
[01:04:48] [SPEAKER_01]: this this person is is not a sympathetic defendant in that respect that makes sense
[01:04:54] [SPEAKER_01]: at all not none of these people are i mean it's it's just it's grotesque and i again we said this but
[01:05:02] [SPEAKER_01]: i hope they i hope there's more coming out of this or at the very least there's some publication of
[01:05:08] [SPEAKER_01]: who else is in her little green book so to speak because uh there needs to be more accountability
[01:05:15] [SPEAKER_01]: and just like an ecosystem where if you have money you can get whatever you want even if
[01:05:21] [SPEAKER_01]: it's against the law even if it's going to kill you and if you're in her little green book and you
[01:05:27] [SPEAKER_02]: get exposed that may not be a bad thing it might save your life yeah people need help it was some
[01:05:35] [SPEAKER_01]: of the most disturbing lines in those overt acts were just the lines where it was iwamasa is like
[01:05:40] [SPEAKER_01]: injecting him with six vials of ketamine a day like a couple of days were just like six six six
[01:05:45] [SPEAKER_01]: and then he's dead it's like wow he i mean that's just sad that's i mean that's just that's just really
[01:05:53] [SPEAKER_01]: really sad because he seemed like a person who was trying to fight his addictions at various times and
[01:05:59] [SPEAKER_01]: it just um it can be very hard to do that if you have people around you who are just enabling
[01:06:04] [SPEAKER_02]: everything instead of pushing you to get help in all of us who watch the show friends we have
[01:06:12] [SPEAKER_02]: i guess you'd call it the illusion that we knew this man and we cared about him and we enjoyed
[01:06:17] [SPEAKER_02]: his work and so maybe that makes us feel more of a connection it may be even more sorrow over this
[01:06:24] [SPEAKER_02]: but there are so many other people out there who we don't know who are also struggling and dying
[01:06:32] [SPEAKER_02]: because of these things and they deserve our love and compassion as well including victim cm
[01:06:38] [SPEAKER_02]: the the first person that we know of who was killed from ketamine supplied by miss sungha
[01:06:45] [SPEAKER_02]: is just an awful ongoing slow motion uh tragedy and i hope something can be done to stop it at
